New terminal interchange in south central Bulgaria

Bulgaria's National Company Railway Infrastructure (NCRI) launched a tender for survey and technical assistance for the construction of a new terminal interchange in south central Bulgaria, the sector designated as Plovdiv 2007-BG-90304-S.

The project is being financed by the TENT programme, or the Trans-European Transport Network. The developments were conducted after the approval of the application submitted by the Transport and Energy general directorate of the European Commission to the Bulgarian Transport Ministry.

The project is meant to start in the summer of 2009 and the deadline has been designated for 14 months since the beginning of construction procedures.

Companies wishing to participate in the tender procedures should present an average annual turnover for the last three fiscal years, 2005-2007, of at least five million leva. A list of all primary contracts  and other major services executed by the company for the last five years should also be shown. Potential candidates should present at least one relevant project amounting to at least two million leva over the last three years. Finally, the application from each company will only proceed if approved by the investor.

Among the list of tender procedures are several different assessments: a thorough financial and economic analysis of the financial expenditures and perceived profits of the project; a complete concept design for the new terminal interchange in Plovdiv; an analysis report and preparation of the strategy for a joint venture of a public and private construction companies partnership; a detailed report for the public order and tender papers and the financial feasibility and functioning of the new terminal interchange in Plovdiv.
