"I think that the vote of no-confidence will be unsuccessful. But at the same time, the reform of education in Bulgaria is an important issue which we should not undervalue," Deputy Prime Minister and Foreign Minister Ivailo Kalfin said in an interview with Focus radio.
Kalfin said he hoped the debate on the vote on October 22 would be a constructive one.
"Education is not an issue for only the ruling parties or only the opposition, it is an issue for Bulgaria," he added.
"Teachers and those employed in education are an extremely important group. They should be given the attention and the salary they deserve, with their consent, not in confrontation," Kalfin said.
"Reforms should take place, this is what society expects of the educational system. Children should receive good education, not filled with unintelligible text books and a foul practise of private lessons, which establishes a parallel system of education," he said.
"All this should change and I believe, if the opposition does have the desire, this could be achieved," Kalfin said.
Negotiations between Government and the teachers' unions will continue on October 22.
