Bulgaria's judiciary received high evaluation from the American Bar Association (ABA) in the 2006 judicial reform index.
Bulgaria received poor evaluation on only two of the factor, on which the index was based, Darik Radio reported. According to the index, Bulgaria has achieved progress in seven new factors and 18 of the factors remained neutral.
The areas in which the judiciary has achieved progress included magistrate qualification, income levels, relations with the media and control over constitution enforcement. Ten areas received positive evaluation. In comparison, in its previous report, ABA evaluated positively only three areas.
According to the report, one of the problems in Bulgaria's judiciary remained high corruption levels, which resulted in low public trust and made the system's independence questionable. Poor accessibility to archives, frequent trial delays and failure to strategically manage and plan the work of the judiciary were listed among the other problems.
