PRESIDENT Georgi Purvanov and Interior Ministry chief secretary Boiko Borissov met this week at Purvanov's request to discuss changes to anti-crime laws.
After the meeting, Borissov said he had given Purvanov proposals for changes to the Penal Code and the Criminal Procedure Code, which legal experts in the ministry had discussed and prepared.
After the meeting Borissov said Purvanov had promised to summon the Council for Co-ordination of the Fight against Crime, to present the ministry's proposals.
One of the major proposals is an amendment to the Criminal Procedure Code, which provides for up to 10 years' jail for anyone who handles, prepares or makes explosive devices.
This amendment was demanded a year ago after the so-called "bomb fishermen" were released. They were charged with blasting a car and a repair shop but then were acquitted because they told police the dynamite residue on their hands was from fishing.
The second major proposal if the Interior Ministry aims at criminalising the mediation in getting ransom for stolen cars.
The proposed amendment was prepared by Varna prosecutors Vassil Mikov and Stefka Yakimova.
Anyone who steals a car with the intent to demand ransom may face a sentence of up to 10 years in prison. The current Penal Code does not provide for such a crime.
Borissov also proposed up to five years for child molestation, and proposed the use of special intelligence devices in such cases.
The Interior Ministry is also demanding the criminalising of the preparation for printing of forged banknotes.
Domestic violence is defined as a crime of general nature and would be investigated by the police.
Purvanov asked that Prosecutor-General Nikola Filchev, the Supreme Cassation Court (SCC) and the special services also send their proposals for changes to the Penal Code and Criminal Procedure Code.
