Successful national policies have to deal with serious problematic issues, such as Roma inclusion, Disaster Management Minister Emel Etem said. Etem is also head of the national ethnic and demographic issues council.
All administrative levels have to get involved in such policies, not only local authorities, Etem said. She presented a report for improving the living standards of the Roma minority, Focus news agency reported.
Minority inclusion is among the main political responsibilities of the Cabinet and sufficient budget resources need to be allocated for the aim, Etem said. The lack of funds is the only impediment to the execution of integration programmes, said she.
Last year the Cabinet accepted a law for the protection against discrimination. It also created organs for implementing integration programmes, such as the National Council for Co-operation on Ethnic and Demographic Issues and the commission for protection against discrimination.
Etem said some of the new measures to be taken include sanctions against discrimination and nationalistic displays. Additional goals are instruction for the more effective functioning of non-governmental organisations and the successful realisation of projects.
