A row erupted over three video clips, which advertised the Bulgarian film Baklava. The video clips have been made with the participation of Bourgas orphans and have a violent and sexual content. The clips were uploaded on the Internet and watched often, Dnevnik daily said.
On January 9, Bourgas mayor Dimitar Nikolov met with representatives of several Bourgas social institutions in an effort to clarify the situation. They told to him that the screenplay of the videoclips must have been switched since officials from the social services did attend the making of the clips, but no scandalous shots had been made while they were there, Dnevnik daily said.
Social representatives claimed this happened behind their backs. They assume that children from the Bourgas Alexander Georgiev-Kodjakafaliyata orphanage left the home in order to go and secretly take part in the shooting.
„I have the feeling the institutions are passing the responsibility of the social care home row between each other. I insist that the specific culprits with their names be clarified, because from the meeting talks it turned out that all institutions allegedly did their job and yet the indecent footage with the participation of children that is currently being watched on the Internet remains a fact,“ Nikolov said after the meeting.
Security at the orphanage would be stepped up and would be taken over by a private company that won the competition. Tighter co-operation with the police would also be sought, Dnevnik daily said.
Mayor Nikolov discussed the case with Bourgas police director Pavlin Dimitrov. Dimitrov approached the chief prosecutor's office with a request that all video clips with the participation of children be removed from the Internet.
Nikolov said that the director of the orphanage had been on leave for a long time. He said he would insist that she returned to work and assume responsibility of the orphanage, or a new person would be appointed to her position, who would solve the problems.
Labour and Social Policy Minister Emilia Maslarova said she ordered an investigation into the Alexander Georgiev – Kodjakafaliyata orphanage. She pointed out that if any violations would be discovered, disciplinary sanctions would be imposed and management of the orphanage would be dismissed.
Deputy chairperson of the State Agency for Child Protection (SACP) Vesela Banova told Darik radio in an interview that until the present day, the Baklava film had been screened twice in front of audiences – once in Sofia and once in Varna during the Love is Folly festival at the end of summer 2007. Apart from this, copies of the film had been sent a year ago to the Culture and Health Ministries.
Banova admitted she had not seen the film. However, she personally gave permission for the children from the Bourgas orphanage to take part in it. She said she was aware of the screenplay, but not of the changes that later were made to it, Dnevnik daily reported.
