A committee will investigate organisational errors made in dealing with the snowfall during the first days of January 2008 and will advise on what measures should be taken in any future situations. The Rousse municipal council decided this in a special session about the cleaning of the city, held on January 15, Dnevnik daily said.
The committee would consist of eight municipal councillors and come up with a proposal on how to solve problems by January 25.
The companies engaged in snow cleaning in Rousse were not concessionaires, they had been chosen in a public procurements, Rousse mayor Bozhidar Iotov said. He explained that the most criticised company, Rousse Public Services, had a contract with the municipality since 2002 and that as a successor of Shele Rousse this company had the obligation to clean the city streets of the snow. Financing of activities that the company was occupied in, including collecting and transporting refuse and snow cleaning, was provided through the municipal refuse tax, Iotov explained.
According to Ataka representatives in the Rousse municipal council, Rousse's authorities over-trusted the capacity of the snow cleaning companies, Dnevnik daily reported. Councillors said opportunities that the state of emergency which had been declared, presented had not been used adequately. Ataka representatives proposed that volunteer groups should be formed to help deal with similar crisis situations in the future.
The special session of the Rousse municipal council was requested by the majority party, Citizens for the European Development of Bulgaria (GERB), and representatives of Democrats for Strong Bulgaria (DSB), Union of Democratic Forces (UDF), Professionals for the Prosperity of Rousse society and the Movement for Rights and Freedoms (MRF), Dnevnik daily said.
