to Bulgaria Michael Humphreys
Continuation of reforms in the areas marked as worrisome in the final European Commission report on Bulgaria was going to guarantee the country efficient utilisation of EU funds, European Commission head of delegation to Bulgaria Michael Humphreys said.
Humphreys said that the Cabinet should continue reforms in the justice and home affairs sector. The fight against corruption and organised crime also had to go on.
More changes including the introduction of e-government and increased administrative capacity were needed to guarantee proper funds utilisation, Humphreys said as quoted by Bulgarian National Radio.
The big challenge Bulgarian institutions faces was coming up with suitable programmes for the utilisation of funds, said Humphreys.
In the period between 2007 and 2013 the EU funds Bulgaria could rely on were going to total seven billion euro.
Economic conditions in the country were constantly improving but some more changes were needed, said Humphreys. Some of the problems that had to be dealt with included over-regulation concerning other EU member countries and timely and expensive business-setting procedures.
Low labour productivity and the inability of small and medium-sized business to enter directly the common European market featured among the other problems, said Humphreys.
