QUESTIONABLE DOSSIER OPENING REGULATIONS ACCEPTED IN BULGARIA
14:02 Wed 06 Dec 2006

MPs approved additional texts to dossier opening and classified information regulations, saying that  the files of people working for the national intelligence since 1991 will not be de-classified.

A majority of 107 MPs voted for the text, 42 voted against it. The item is seen as one of the most questionable entries in the dossier opening law, enabling the withholding of some classified information from the public.

During the debates representatives of opposition parties said that the ruling coalition lacked the will to reveal fully the work of secret services during the communist regime of the country.

Democrats for Strong Bulgaria (DSB) leader Ivan Kostov said that the information about Bulgaria's key public figures will remain confidential.

Coalition for Bulgaria representative Mihail Mikov said that the ruling coalition had the will to solve the issue. Previous Cabinets failed even launching the de-classification procedure, Mikov said.

According to the accepted text information will remain classified, whenever it could threaten national security of the life of people. A separate archive would be created for such documents. The de-classification committee, responsible for the dossier opening process, will also decide about such documents.
