President Georgi Purvanov returned to National Assembly changes to Bulgaria’s energy efficiency law.
National Assembly received a presidential decree saying that the changes accepted on March 23 2007 should be re-considered, Parliament speaker Georgi Pirinski said.
According to the President’s press attaché, Purvanov contested regulations that envision tax alleviations for constructions that meet energy efficiency requirements.
Such regulations countered a principle according to which taxation changes are accepted in the beginning of the financial year and Bulgarians are given information about such decisions in advance.
Energy efficiency regulations also affected the authority of local administration. According to the latest constitutions amendments, municipal authorities have the right to determine municipal taxes. New taxation principles should be carefully analysed and not introduced randomly, the President said.
