PRESIDENT Petar Stoyanov has become the first Bulgarian head of state to sign an e-signature – creating a new hi-tech act.
The president e-signed the E-Signature and E-Document Act that was published on April 6, 2001 and is due to come into force on October 6. The official ceremony took place at Friday’s opening of the third edition of the Business in Internet international conference, organised by the Bulgarian Industrial Association and the advertising company M3 Communications Group.
Stoyanov hailed the new era in online communication in Bulgaria and wished success to what he called a Digital Civilization. Bulgaria is the seventh country in the world and the first among the European Union membership candidates that has adopted an E-Signature and E-Document Act, the President of the Bulgarian Industrial Association Bozhidar Bozhinov announced.
A special address was delivered by Nikola Nikolov, former chairman of the Parliamentary Economic Committee and one of the most devoted supporters of the creation and adoption of the e-signature act. Nikolov said Bulgaria could have comparative advantages against countries that are very well developed economically.
The advantages of electronic communication between taxpayers and the taxation administration were demonstrated at the event. These include the software for preparation of e-declarations, submission of e-signed tax declarations via the Internet, automatic verification and reply through reception protocol, as well as all kinds of online payments opportunities.
The system of online submission of tax declarations was officially launched at the conference by the Deputy Finance Minister, Nikolay Georgiev. VAT informative declarations and purchase/sales records were submitted electronically during the presentation. The project included some of the biggest taxpayers in Sofia – Shell, McDonalds, Eurofootball and Balkan Star.
Purchase/sales records and the informative VAT declaration are submitted via email, e-signed by the company’s representative. An automatic verification follows within the tax administration office and if the data is correct, notification that the documents have been accepted is sent back. The notification bears the e-signature of the General Tax Directorate.
Among the participants and the lecturers at Business in Internet were representatives and IT specialists from Cisco Systems, Microsoft Bulgaria, Global Sign, Intel Corporation, IBM, Hewlett-Packard, 3 Com, Datamax, TechnoLogica and others. The issues discussed at the forum were all related to e-commerce, e-banking, e-security and e-solutions.
