InfoNotary company has emerged as the only company with flawless tender documents after the State Administration Ministry opened the bids for providing e-signature universal certificates for the state administration on August 19 2008.
Four companies applied to provide certificates to the ministry: Spektar, Bankservice, InfoNotary and Information Services. August 14 was the deadline for submitting bids. Of the four applicants, only InfoNotary had its papers in order, the ministry said.
The price the company offered for supplying 500 e-signatures certificates with the accompanying smart cards and readers was 20 400 leva, the ministry said.
The price offered by the competitors will be the main factor in selecting the winner, the ministry said on August 15. The other factor will be the technical side of the bids.
Now the tender committee appointed by the ministry will have to say whether InfoNotary's offer meets the requirements. If it does, then the company will be declared the winner, which will not be the first time the company has won a tender.
In 2006, it supplied a total of 2150 e-signature certificates to the ministry at the price of 141 810 leva.
The 500 e-signature certificates would have to be delivered within 10 days from the signing of the framework agreement with the winner company. The agreement will be valid 18 months. Municipalities and regional governor's administrations will be the recipients of the e-signature certificates.
