NOT A TOTAL RE-CONSIDERATION, BUT FACTORS TAKEN INTO ACCOUNT - BULGARIAN MINISTER

Bulgaria did not demand a total re-consideration of its harmful emissions quota for 2008-2012, but it does want the European Commission to take certain factors into account, Environment and Water Affairs Minister Djevdet Chakurov said.

The EC decreased Bulgaria's emission quota by 37 per cent.

We are not demanding a total re-consideration of the plan, we never wanted that, he said. We just presented our arguments and the EC does not exclude the possibility of making a technical mistake, he told Reuters.

Still, the country reproached the EC for not considering some key factors when taking the decision. According to Chakurov, the EC put Bulgaria in an awkward situation, by neglecting factors such as the closure of two of its Kozloduy nuclear power plant reactors. The closure of  which had increased Bulgaria’s reliance on electricity production which produces more greenhouse gases.

Chakurov said that Bulgaria would appeal the decision before the court, if the EC would deny introducing changes in its decision.

Bulgaria was still waiting for an EC response to its demands for changes of the quotas, presented in November 2007. The minister said that he hoped Bulgaria and the EC would come to an objective and proper decision, which would meet Bulgaria's demands. Otherwise, Bulgaria would appeal.

In October 2007, the EC decided to decrease Bulgaria’s annual quota of greenhouse gases emissions from 67.6 to 42.3 million tons, starting 2008, Reuters said.

Several other Eastern European counties, among which Poland, Hungary and the Baltic countries, appealed the EC decision for harmful emission quota decrease before the court.
