No confidence vote discussed in Parliament

Parliament will discuss the sixth no confidence vote, filed by the opposition, against the tripartite coalition Government led by Sergei Stanishev, leader of the Bulgarian Socialist Party, on July 29 2008. The other two ruling parties are the National Movement for Stability and Progress (NMSP) and the Movement for Rights and Freedoms.

A group of right-wing opposition parties tabled the motion on July 23, citing what they described as the incompetence of Bulgaria’s Government in dealing with European Union funds.

On July 23, the European Commission released its latest interim report on Bulgaria that froze about 800 million euro in funding to the country based on the EC's doubts of Bulgaria's willingness to cope with organised crime and corruption in managing EU funds.  It was the most critical report on Bulgaria by the European Commission.

A total of 86 opposition MPs signed under the motion on July 23. Simple calculation show that the Government enjoys a majority of 150 MPs in the 240 seated Parliament, which will most likely keep the Cabinet in power. The actual vote on the no confidence vote must happen 24 hours after the end of the debates in Parliament, according to the constitution, which will be in the afternoon hours of July 30.

On July 28, the NMSP caused some tension by not taking a clear stand on whether the party will support the vote. NMSP floor leader Plamen Mollov told a news conference that the NMSP will vote in a way that will make the party's identity felt.  

This was not the first time the ruling coalition has showed signs of lacking complete unity.

The biggest drama, so far, happened on April 11 when Parliament rejected the fifth no confidence vote against the Government filed by the opposition on the grounds of the Government's alleged ties with organised crime. On April 11, NMSP MPs abstained from voting which led to Stanishev’s angry reactions and speculations about serious crises in the coalition.
