The Cabinet’s programme for transparency and prevention of corruption practices for 2006 is ambiguous, representatives of ACCESS- Sofia foundation told a press conference.
Foundation representative Valeri Rousanov said that the report on the execution of the programme included information that was hardly verifiable concerning high-level corruption and human trafficking.
Reporting on the results of the fight against corruption was increasingly losing transparency, Rousanov said. Prosecution and investigation are blamed for most mistakes as if the two institutions are the only ones accountable.
Rousanov said that EU sanctions targeting Bulgaria’s justice and home affairs sector could play a positive role since they will make officials take the issue more seriously.
In the end of June, Bulgaria is expecting the European Commission’s report on its reform progress. In case progress is insufficient, the country faces the threat of safeguard clause introduction.
