MPS IN BULGARIA LOOK AT CONSTITUTION AMENDMENTS ON SECOND READING

Members of Parliament will examine on second reading the fourth set of constitution amendments.

The amendments were approved on first reading on November 21 2006, Focus news agency reported.

Among the changes to be introduced is the creation of an inspectorate supervising the work of the Supreme Judicial Council (SJC). Amendments will also professionalise entirely Bulgaria's army starting January 1 2008.

Work of the National Assembly is also about to change. Upon the approval of the amendments a quorum would not be needed for draft law discussions but only for voting procedures.

In case more than two thirds of the MPs vote in favour of the amendments today, a final vote will take place on January 31.

If the votes are less, at least two months need to pass before the next voting procedure. During that time MPs have to modify all unacceptable texts.

Constitution amendments are one of the preconditions for Bulgaria's EU entry. The changes were needed to guarantee more transparency and accountability in the work of the judiciary.
