Bulgaria will be able to store its crude reserves in any of the EU member states, the amendments to the Mandatory Crude and Crude Products Bill, which got governmental approval on October 4 2007, read.
Before heading for storage outside its borders, however, the Bulgarian authorities will have to reach an inter-governmental agreement with the country to store the national crude reserves. The agreement needs to specify the type and quantity of crude products, the location of the crude storehouses.
Furthermore, the document needs to develop procedures to guarantee both the availability and access to the crude reserves.
The changes also oblige the National Statistics Institute to offer data on tonnage of crude reserves produced in Bulgaria and all crude producers operating in Bulgaria for the year before.
The National Revenue Agency, in turn, should keep a record on the volume of crude imports and exports to and from EU member states. The Customs Agency will be executive for tracking crude flows to countries outside the EU.
