Former sport minister Vassil Ivanov will remain head of Bulgaria's Winter Olympics 2014 host committee.
On Tuesday members of the committee met to discuss details of Sofia's candidacy.
A new, general meeting will take place on June 27, Focus Sport agency reported.
Committee members discussed the need of additional measures and new strategy to promote Sofia's application.
Currently Sofia ranks fourth among seven candidate cities. Austria's Salzburg is in the lead, followed by PyeongChang in Korea and Russia's Sochi.
The International Olympic Committee (IOC) will make its first selection on June 23.
Bulgaria's Water and Environment Ministry needs to provide permission for the carrying out of competitions in Vitosha mountain. It is unlikely for Vitosha to host Alpine skiing competitions, committee representatives said.
Two winter resorts, Bansko and Borovets will host competitions alongside Sofia, according to initial plans.
A lot of work needs to be done but Sofia can catch up with other candidates, Ivanov said.
