Germany's Bundesrat gave majority approval to Bulgaria's and Romania's EU accession treaty on November 24.
Bulgarian Education Minister Daniel Vulchev attended the session, Focus news agency reported.
On October 26 the Bundestag approved the document. To complete the procedure, Germany's Bundesrat, or the upper parliament chamber, also has to vote in favour.
The ratification procedure was completed in Denmark this week, as well. Danish MPs gave 97 votes in favour and only two votes against the ratification of the document.
Germany, Denmark and France were the last three EU member countries that had to vote on the accession treaty of Bulgaria and Romania, so that their EU entry could become fact on January 1 2007.
