European Union enlargement should continue only after all institutions are reformed to meet the failure of the European constitution, a report of the European Commission presented on November 8 said.
The report discusses the readiness of countries from the Western Balkans region to become EU members.
A fast solution to the institutional crisis within the union was needed, the report said.
No recommendations in the report apply for Bulgaria and Romania, which have already been granted union entry, Focus news agency reported.
The EC would continue accession talks with Turkey, EC president Jose Manuel Barroso said. Turkey has to meet a number of further requirements, among which opening its ports and airports for goods from Cyprus.
Montenegro achieved progress, the report said. Corruption was still a major problem for the country and had to be dealt with.
