After snowfall led to the declaration of the state of emergency in Rousse in the beginning of the new year, on January 10 part of the pavement in the centre of the city was electrified.
The central square Koubrat in Rousse was closed off by the police because part of it was under high current electricity.
The "tip-off" was given by a dog who had been "glued" to the pavement by the electricity, mediapool.bg said. The owner of the dog could only save the dog by kicking it away from danger.
The owner herself was also hit by the electricity. She said had been shaken seriously and even fell because of the electricity.
According to initial information, the cause was bad wiring in a nearby cafe, mediapool.bg said.
