The global financial crisis would not affect in any way or form the European Union structural funding allocated to the country, as those funds are guaranteed by the EU budget and were not affected by the credit squeeze and the financial crisis currently gripping the industrialised West, Bulgaria's Deputy Prime Minister in charge of EU funds use, Meglena Plougchieva, said on November 18.
Not only would access to those funds not be altered, but there will be no reduction of their value either, Plougchieva told a news conference in Veliko Turnovo. The Deputy PM was in the old Bulgarian capital to deliver a lecture on the challenges Bulgaria faced in utilising European funds at the Veliko Turnovo University, which is celebrating its 45-year anniversary.
According to Plougchieva, the main challenge was not securing the money, but what to do with it once it receives them – how to utilise them in an appropriate manner, in the quickest and most coherent way possible.
Moreover, one of the fundamental goals of the committees responsible for management and supervision of those funds was to enforce and ensure that they are spent in a proper way and that it was not misappropriated.
Plougchieva also said that the Government was preparing a round table with the participation of the employers, labour unions and foreign investors to find the most efficient ways to offset the negative effects of the global economic crisis on Bulgaria.
