BULGARIAN PEOPLE WITH DISABILITIES PROTEST OVER DISCRIMATION

Representatives of organisations for persons with disabilities have gathered for a protest in front of Parliament for a protest meeting, Bulgarian National Radio said.

According to the protesters, recent changes in the law had been discriminating against them and their families. Persons with disabilities were subjected to the strongest discrimination, were left without work and without adequate medical care.

The representatives handed to Parliament their memorandum for the protection of the rights of persons with disabilities and their integration in the spirit of the Convention on the Rights of Persons with Disabilities, which had been accepted by the United Nations on December 13 2006.
The document was accepted by Miron Gavrilov, head of the cabinet of Parliament Speaker Georgi Pirinski.

In the document, the organisations demanded the flat tax laws to take their specific position into account. Other demands included changes in healthcare laws and to be consulted on proposed changes in healthcare law that would affect persons with disabilities.

Diana Inzhova, executive director of the centre of persons with psychological disabilities, said the document only included a small part of the demands. People with disabilities have made many compromises, she said.

Chief secretary of Parliament Ognyan Avramov said the ratification of the Convention on the Rights of Persons with Disabilities would be put on the agenda at the beginning of November. "By itself, the flat tax law is not a bad step, but it would indeed be unfair on people with low income or disabilities," he said.

Ognyan Gerdhikov, MP for NDSV, said "we have an obligation to do everything we can, so you can feel worthy people."
