"I wouldn't say yesterday's situation was an emergency one, it was an accident that caused an emergency for a certain perion of time," Bulgaria's Disaster Management Minister Emel Etem told private broadcaster bTV's morning show in relation to the explosions at a military warehouse near Sofia on July 3.
"If there was something that was not done the right way yesterday, this was not informing the people and the media, in the initial twenty minutes, of what was going on. This on no account means, however, that there was a lack of co-ordination," she added.
"Number 112 is extremely important for the citizens. It is not an information system though. Number 112 is only for emergencies," Etem said.
