According to the 2007 Amnesty International report on the state of the world’s human rights, Bulgaria still has problems with minority group treatment and the conditions in its mental healthcare institutions.

The Cabinet should implement its national plan for Roma integration and establish co-ordinated minority policies.

Some of the positive developments include national programme for improving Roma housing conditions and assuming the presidency of the Decade of Roma Inclusion.

On number of occasions, Roma in Sofia faced the threat of forced removal of neighbourhoods, which were suspended.

Bulgaria continues to deny the existence of a Macedonian minority in the country, Amnesty International reported.

In March the Council of Europe ruled out that Bulgaria should exercise more effort to provide proper living conditions in its mental healthcare institutions.

The Bulgarian Helsinki Committee reported that such institutions were in the poorest of conditions.
