BULGARIAS RULING PARTY UNCERTAIN ON CONSTITUTION CHANGES ACCEPTANCE IN EUROPE

Though Constitution changes were accepted in Bulgaria on Thursday, the ruling coalition is uncertain how European institutions will react to the modifications to the national law.

According to the latest EU report Bulgaria needs to modify Constitution changes as these take away independence of the judiciary by giving authority to the executive sector, Dnevnik newspaper reported.

The Constitution changes project was justified with EU demands for more efficient work of the judicial sector. Now Bulgarian officials have to present the final approved version to Brussels and explain the motivation behind the modifications.

European experts warned a safeguard clause to the justice and home affairs sectors might be introduced if officials do not reconsider Constitution modifications. The ruling coalition countered EU demands with the argument the voting procedure is limiting and does not permit significant changes between the second and the third reading.

Now the ruling majority has to persuade European observers the changes are a major step toward the overall reform of the judicial system, National Movement Simeon II (NMSII) member Anelia Mingova said.

At the same time EU rapporteur on Bulgaria Geoffrey Van Orden said various factors can lead to the introduction of safeguard clauses. The Constitution changes figure among these factors, Van Orden said.
