BULGARIA'S RULING PARTY PROPOSES CHANGES TO ELECTION REGULATIONS

The Bulgarian Socialist Party (BSP) envisions the strengthening of the majoritarian element in party lists, once changes to electoral legislation are implemented. A group of specialists was set up a month ago to deal with the issue. The first meeting of the group will take place on January 10. Once the changes are drafted, the BSP will hold talks with the other political parties in Parliament. The changes need to be accepted by the end of 2006, so that negotiations are not held close to any elections, BSP members said.
One of the proposed changes is the use of preferential lists for city councillors and members of Parliament. In this way, voters will be able to reshuffle the party nominations and even propose a different head of the list than that proposed. A major problem that must be overcome is the increased tendency of vote buying, BSP members said. This should be criminalised or the guilty party should be penalised through the deduction of votes, Sega newspaper reported.
