BULGARIA'S FINANCE AND JUSTICE MINISTERS DISCUSS CONSITUTIONAL AMENDMENTS
09:24 Wed 15 Nov 2006

Justice Minister Georgi Petkanov and Finance Minister Plamen Oresharski discussed suggested constitution amendments together with the project’s evaluation committee members.

Petkanov said that he opposed the setting up of a separate inspection body to the Supreme Judicial Council (SJC). Petkanov said as quoted by Bulgarian National Radio that he supported the other envisioned changes.

Such inspection body should exist within the Justice Ministry, Petkanov said. An inspectorate already works successfully there, the minister said.

Oresharski commented the financial aspects of the proposed changes. The suggestions for an SJC inspectorate to have its independent budget was not appropriate as mentioned within the constitution, said he.

A budget would guarantee such inspection body some degree of independence but it could be listed in other regulations rather than the constitution, the Finance Minister said.

Oresharski also discussed taxation amendments and suggested the removal of some texts related to municipal and regional taxation.
