BIA demands more transparency on carbon dioxide emissions

On April 21, the Bulgarian Industrial Association (BIA) sent a letter to the interdepartmental working group for re-distribution of greenhouse gas emissions quotas for 2007 and 2008/2012, in which it insisted the Ministry of Environment and Water Affairs to urgently publish the project for final definition of the free quotas for trade with greenhouse gases for 2007. BIA insisted the information to be published on the same day.

BIA said that its requests were based on the requirements of European Union Directive 2003/87/EU on information concerning plans for distribution of quotas. A procedure on an obligatory public consultation of the National Plan for Quotas Distribution for 2007 should be opened, BIA's letter said.

Before the April 1 deadline, only 94 out of 175 companies required to do so reported their verified carbon dioxide emissions for 2007 to the Environmental Executive Agency (EEA) at the Ministry of Environment and Water Affairs (MOEW), Bulgarian Industrial Association (BIA) representative Dimitur Brankov told The Sofia Echo earlier.

As previously reported by The Sofia Echo, EEA, MOEW and BIA representatives met on April 1 to discuss the carbon dioxide quotas re-distribution, but given the late reports, the three bodies decided to wait for the firms to submit their filings.
