A total of 26 houses, 24 in the town of Tsar Kaloyan and two in the village of Ezerets, were demolished after the floods in the beginning of August 2007, findings showed.
Another 176 houses were damaged and more than 400 were flooded up to the first floor in the Razgrad and Rousse regions, Dnevnik daily said.
More than 1.2 million sq m are under water in the village of Krasen, where a dike broke; a bridge was demolished in Pisanets and one of the main streets in Tsenovo was partially destroyed.
Interior Minister Roumen Petkov said that the victims and the state were in a "vicious cycle". After every tragedy, the state found out that the damaged property was not insured.
Still, the state had the responsibility to take care of the infrastructure, control and prevention of crises, he said.
