European Union set to cap roaming fees

A new regulation that would extend and strengthen the European Union's retail price controls on mobile phone roaming charges and caps on Internet fees for traveling smart-phone users could just mean consumers will take the hit with other mobile services, industry insiders say.

The regulation, which still needs final approval from the European Parliament and Council of Ministers, would lower already existing caps on roaming fees for outbound and incoming calls, text messaging and data downloading, and will allow consumers to purchase roaming services from any operator, not just their regular carrier.

All of these measures are part of a package of changes intended to increase competition in the industry.
