Bulgaria has called for rapid adoption of the draft United Nations Security Council resolution on Syria, put forward by Morocco, because the resolution "outlines a peaceful transition process that is the only way to stop the killings of civilians in Syria," Foreign Minister Nikolai Mladenov said.

Bulgaria was appalled by the continuing violence in Syria, Mladenov said, calling on all UN Security Council members to support the resolution.

United States secretary of state Hillary Clinton was set to urge the Security Council to support the Arab League peace plan for Syria, after Washington strongly condemned escalating violence by president Bashar al-Assad's government, the Voice of America said on January 31 2012.

Clinton was to join the foreign ministers of France and the UK at the January 31 Security Council session.  Western powers have been working on a draft resolution endorsing the Arab League plan, which calls for Assad to step aside as a way to resolve the crisis, VOA said.

Syria has rejected the proposal as a violation of its sovereignty.

Meanwhile, Russia has warned that the Western and Arab effort to push the Security Council into adopting a resolution on Syria will put that nation on a path to civil war, VOA said.

Russian deputy foreign minister Gennady Gatilov said on January 31 that the Western and Arab-backed draft resolution would not achieve a compromise in the 10-month long rebellion against Assad's 11-year autocratic rule.

Bulgaria’s Mladenov said in his January 31 statement that the humanitarian situation in Syria was continuing to deteriorate and urgent action is needed to alleviate the crisis and suffering.

"I want to particularly recognise the active role of the Arab League and express our strong support for its plan. Their work is a key element of the international efforts to stop the violence and ensure a peaceful future for the Syrian people," Mladenov said.

"We confirm our continuous support for the efforts of the Syrian National Council and the whole Syrian opposition towards dialogue and unification. We encourage them to set a comprehensive programme for a swift and peaceful transition to a democracy, providing equal rights and protection to all Syrian citizens," he said.

The BBC reported that UN has conceded that it cannot keep track of the escalating death toll, but estimates more than 5400 people have been killed since the unrest began in March 2011.

On January 28, the Arab League announced it was suspending its month-old monitoring mission in Syria because of an upsurge of violence.
