Regulator fines Plovdiv cab companies for fares cap

Bulgaria's Commission on Protection of Competition (CPC) has fined eight taxi companies in the country's second largest city, Plovdiv, a total 62 330 leva for imposing fare caps or discounts.

The regulator said that imposing the three leva ceiling on cab fares, or offering 20 per cent discounts if fares exceed five leva was against regulations and put other cab companies in a competitive disadvantage. The practice was an illegal competitive advantage that skewed the market, the regulator said.

CPC said that any means of attempting to influence the final fare price, other than the fees charged for distance, time and initial fee were illegal. While regulations allow agreeing discounts in advance, these have to be accounted in a certain way; none of the companies had presented proof that they had done so, the regulator said.

One company, Biga Commercial, received by far a heavier fine, 31 290 leva , with the other seven fined between 360 leva and 17 150 leva.

Presumably, tho' the item doesn't clarify, the illegality in this 'cap' arrangement came from the collusion of these 8 companies to agree on this pricing arrangement, ie, price fixing.

So let me get this straight in my head. Taxi companies that operate a system to reduce fares and benefit the customer get fined. Companies that charge extortionate fares bordering on the criminal are ok and left to trade without hindrance. Am I missing something here......
