Bulgaria welcomes UN resolution on Kosovo

Bulgaria's Foreign Ministry said on September 10 that the country welcomed the UN resolution on Kosovo, adopted in New York a day earlier.

"As a co-author of the resolution tabled by the EU and Serbia in the UN General Assembly, Bulgaria is certain that it opens new opportunities for the region's European future. Its adoption by consensus further strengthens our belief," the ministry said in a statement.

The resolution adopted by the General Assembly endorsed the European Union's leading role in negotiations to solve the dispute between Serbia and Kosovo, which unilaterally declared its independence from Belgrade in February 2008.

Backed by Russia, Serbia has refused to acknowledge independence of Kosovo, recognised by 70 countries, most recently by Honduras on September 3. Twenty-two EU member states have recognised Kosovo, but five have not, which is why the EU remains officially "status-neutral" on Kosovo.

The resolution welcomed continued talks and said that "the process of dialogue in itself would be a factor for peace, security and stability in the region, and that dialogue would be to promote co-operation, achieve progress on the path to the European Union and improve the lives of the people."

Bulgaria praised Serbia's decision to soften its stance and accept a compromise wording compared to its initial proposal, which some observers saw as an attempt by Belgrade to use the proposed resolution to re-open talks on the status of Kosovo.
 
Crediting Belgrade's change of heart to the efforts of EU high representative for foreign affairs Catherine Ashton, Bulgaria said that Serbia's decision would benefit the entire region. "The agreement reached on the text of the document between the countries that tabled the resolution is proof that the Serbian government has made a choice in favour of good neighbourly relations and European future," the Bulgarian foreign ministry said.

Bulgaria would continue to support Ashton's future efforts to spur direct and pragmatic talks to solve specific issues, the statement said, re-iterating a statement in that sense by Bulgarian Foreign Minister Nikolai Mladenov following a tour of the region earlier in the year.
