EVN at fault for Bulgaria's seaside power cuts - regulator

Finance Minister Simeon Dyankov and the chiefs of the National Electricity Company (NEK) and Austrian-owned power distributor EVN were scheduled to meet on August 20 2010, Bulgarian news agency BTA said.
 
At the invitation of Bourgas Regional Governor Konstantin Greberanov, Dyankov, National Electric Company Executive Director Krassimir Purvanov and Jörg Sollfelner, Regional Manager of EVN Bulgaria were to meet in Bourgas to discuss electricity supply problems along the Black Sea coast.
 
The series of power cuts has caused mutual finger-pointing between NEK and EVN.
 
According to an August 20 report by Dnevnik, quoting Bulgarian National Radio (BNR), EVN – which services the south-eastern parts of Bulgaria – is likely to be fined for the recent power cuts at the coast, even though the breakdown occurred in the high-voltage grid owned by state-run utility NEK.

Speaking to BNR, Angel Semerdjiev, chairman of the State Energy and Water Regulatory Commission (SEWRC), said, "Now the problem is that when we speak of power outages most of the power outages after the breakdown in the same region were caused not by NEK but by overloading EVN’s network.
 
"Obviously massive construction in the region, something all of us are seeing, has prevented EVN from taking measures that are adequate enough to ward off these events," Semerdjiev said.

His statement comes after a technical problem in the high-voltage grid at the end of July 2010 left the area north of Bourgas, on the southern Black Sea coast, in the dark for more than 30 hours.
 
It was revealed that most of the hotels that have mushroomed in the upscale resorts of Sunny Beach, Sveti Vlas and Nessebar lack sufficiently powerful back-up generators.
 
Late last week power supplies to the area had to be rationed after the Electricity System Operator (ESO), a subsidiary of NEK, asked EVN to reduce the amount of electricity it distributes.
