The Bulgarian Government made amendments to the Interior Ministry's regulations that will effectively lower the ceiling of the force's manpower from the current 61 170 to 58 170, private Bulgarian television channel bTV reported on May 19 2010.

Of the 30 708 capacity in the police force, 26 861 positions are currently taken, making it 352 police officers for every 100 000 people. If the staff was up to full capacity, there would have been 402 police officers for every 100 000.

Within the ranks of the Bulgarian Interior Ministry, there are also about 7000 firefighters and 6000 border police officers. "However, Bulgaria is in serious need to boost significantly its border police in order to meet Schengen regulations" Vesselin Vouchkov, Deputy Interior Minister told bTV.

The Civil Protection Service employs 1532 personnel while the 112 emergency hot-line number has some 440 staff. "The job requirements in those two branches are serious, while the payment is low – and thus we have a problem recruiting people," Vouchkov said.

The restructuring of the Interior Ministry however is not going to end there. Bulgaria needs to cut costs by about 1.5 billion leva this year to keep its deficit within European Union-mandated limits.

Some are losing their point of view. 13 seems to forget we are in Bulgaria and not in a "western" country where salaries are about normal.

It's a start.
But even after this reduction, Bulgaria will probably still have the largest police force per capita in the EU...
