Sergei Ignatov is a graduate of Leningrad State University's department of oriental studies, receiving a degree in Egyptology. After seven years teaching at the St Kliment Ohridski University in Sofia, he moved to New Bulgarian University (NBU) in 1999 as dean of undergraduate students. In 2002, he became NBU president, a job he left in August 2009, when appointed Deputy Education Minister, overseeing higher education.

Ignatov was appointed minister in November 2009, after Yordanka Fandukova won the Sofia mayoral by-election.
