The Sunday Telegraph writer Colin Freeman cites circulating rumors that recent arrests of Assen Droumev, former director of the Bulgarian State Fund Agriculture, which approves Sapard funding for projects, preceded by the arrests of banking and energy tycoon Hristo Kovachki, are nothing but a "preparation" for the upcoming visit of Franz-Hermann Bruener, director-general of the European Union anti-fraud office Olaf.

In particular, he is alleged of re-allocating the funds to another Sapard measure without a tender, an approval from an expert commission and co-ordination with the European Commission.
Businessman Dimitar Tadarukov was appointed head of the State Fund Agriculture. Tadarukov's appointment was not a surprise, mediapool.bg said. For weeks rumours said that he will receive the position after the previous chairperson was dismissed.
