Tomislav Donchev appointed Bulgarian minister for EU funds

Tomislav Donchev, mayor of the central Bulgarian town of Gabrovo, has been appointed Minister without portfolio responsible for European Union funds.

On March 18 2010, Parliament voted in favour of the structural change to the Cabinet, proposed by Prime Minister Boiko Borissov, and appointed Donchev to the post. The Cabinet must stipulate Donchev's exact functions within one month.

Both decisions were supported by the ruling majority and opposed by the two opposition parties, the Bulgaria Socialist Party and the Movement for Rights and Freedoms.

Borissov told Parliament that he had consulted the European Commission who supported the creation of Donchev's position. The new position was needed so that there was better co-ordination of work involving EU funds. Someone also had to assume political responsibility for the management of EU funds, Borissov said.

Absorption of EU funds currently falls under the jurisdiction of the Finance Minister which, according to the right-wing Blue Coalition, had proven ineffective.

The position of minister in charge of EU funds existed in the previous coalition government of Bulgarian Socialist Party leader Sergei Stanishev. It was held by Meglena Plougchieva, also deputy prime minister. Stanishev created the position after Bulgaria lost almost 800 million euro in EU funds due to lack of transparency and alleged corruption.
