Bulgaria's Government, in a move to avoid a repeat of the situation in summer 2009 when almost half the beaches along the country's Black Sea coastline remained without concession-holders, is to lower the fees by 30 per cent, Regional Development Minister Rossen Plevneliev said on March 9 2010.

Plevneliev, speaking at a meeting with the employers' confederation, said that his ministry would introduce a new system for deciding concession fees that would take into account the category of the beach.

In summer 2009, 100 of 208 beaches remained without concession-holders.

Plevneliev said that the new system could not guarantee that all beaches would be leased.

A special procedure will be introduced, which will shorten the period for obtaining permission for operating a beach area to three months from the current 12 months, Deputy Minister of Regional Development Ekaterina Mihailova said.
