Walkies! Sofia to designate 'dog-walking zones'

Sofia residents will be allowed to walk their dogs only in designated areas that will be proposed by district mayors, according to a new proposal by Bulgaria’s largest municipality.

Marking special dog zones has been planned in municipal ordinances, which have so far been disregarded.

Dogs are not allowed at the premises of kindergartens and playgrounds, schools and hospitals.

They are also now allowed in public parks and gardens between 9 a.m. and 8 pm.

The restriction does not apply to the special dog zones. The move is also aimed at encouraging dog owners to pay dog ownership taxes, which are fixed at 24 leva a year per animal. Sofia plans to collect 15 000 leva in dog ownership taxes.

Sofia stray dog population currently counts near 9000 animals, Ekoravnovesie (the Sofia animal control) director Petar Petrov told Monitor daily on 4 January 2010. According to him, 80 per cent of them were already neutered. So it is clear that 2000 entire dogs remained to roam.

But Petrov announced that 2010 animal control programme provides 6000 dogs to be involved in the already accepted catch-neuter-release scheme. Indeed, that means new 5000 random source animals to be allowed to roam due to "unclear" reasons.

There are only 625 dog owners in Sofia? Start making registration for all dogs being sold, chip them and teach people how to treat animals and fine them after kicking their animals on the streets.

While residents will be allowed by the authority to walk their dogs only in designated areas, the same imbecile authority obviously intend to be allowed to restore number of the unwanted roaming dog populations.

Went to registermy dog. Was told it was actually a waste of time. Nobody knows what happens with the taxes paid. No one will come to check if have a dog or not. Many of the strays are on the streets as they are discareded by owners. Policy is a joke just lik eso much in Sofia. Boiko promised to fill the hoels in the roads when he became mayor. Anyone looked at the state of the roads recently. Joke.

It's a start, but they need to up their game with proper secured dog parks set up within public parks. These allow dog owners to exercise and socialise their dogs; both key elements in reducing dog agression.

Great, I'm glad they're doing something and hope they can carry it through. But who's going to tell the strays where they can and can't walk and do their business?
