Residents in Bulgaria's medieval capital of Veliko Turnovo will be without heating and hot water from January 13 2010 for an indefinite period of time, Bulgarian National Television reported.

Toplofikatsiya Veliko Turnovo said it would close the tap to all clients in the city because of unpaid dues by the Vassil Levski Military University in Veliko Turnovo, BNT said. The university owes the heating utility company about 380 000 leva.

This is the latest saga surrounding the university, following reports on January that the institution was poised to close its doors for the first time in its history. It temporarily closed doors and issued a "holiday" beginning on January 11 due to outstanding debts exceeding 1.5 million leva.

In response to the closure, the Bulgarian Ministry of Defence released a media statement in which it said that the ministry does not owe any money to the institution, Dnevnik daily reported on January 11 2010.

Reportedly, the university was allocated 14.7 million leva in 2009 from the Budget, while the Ministry of Defence wired about 782 200 leva in addition as a supplementary subsidy to help the university cover wages, insurance and other expenses. This means that all Bulgarian cadets will have to prepare themselves at home for the March exams while only 17 cadets from Vietnam and a group of extramural students will continue taking classes.

Considering the 1.5 million debt reported by the university for 2009, it is unclear if the institution will be able to gather the 380 000 leva and deliver its payment to Toploifkatsiya Veliko Turnovo.

Robert, Bulgarian soldiers are not the issue here. The officers and the General running the school are the main problem and the main embarrassment in this case...
One does not always have clean shoes when kicking ass.. its a dirty job...

I do not agree that the whole of V.T should be punished but lets admit nothing will happen to corrupt people that started this.
As for the comment made about the Bulgarian Cadets Storming the Company.
Anybody who has seen Bulgarian Soldiers or served with them in Iraq ,knows they are more likely to storm a bar and shoot themselves in there dirty boots with one of there ill kept weapons.

The Vietnamese could probably teach the General how to run the school better. Pissed me offf.. Put the 17 cadets from Vietnam in charge!! The whole town would be better off.

The money has been stolen and there is no other explanation. Who stole it? Where is the money? Now the whole country knows that the General was either the criminal or asleep at the wheel. In both cases he fucked up big time and now everyone knows it. Hope the government takes the measures needed and puts him in jail. This is pure arrogance!!

Maybe about time to change few systems in Bulgaria? Starting with locking up all corrupt people who now probably have nice warm homes. Changing heating systems so you can stop the heating for those who refuse to pay and not stop all heating including that of people who DO pay their bills. In Bulgaria the decent people suffer from the misbehaving of a small majority. Where did all the money from 2009 go? I'm sure it wasn't used for paying the bills of the military school.

Easy - anyone known to work for toplofikatsia VT should be barred from public transport, cafes, shops, hospitals etc. If they don't understand - just explain that we are adopting their buisness and customer care policies

Bad bisiness, I guess this company is powerless to get its funds. and resorting to exstortion of the city surly is a state crime. arrest all these people and seize this company imidiatly. If not send all these cadets to storm this firm for the salvation of Veliko!! go go boys get you kits on.
