Deal on Bulgarian ministries’ debts to construction companies

Bulgaria’s finance and regional development and public works ministries and the country’s Construction Chamber signed an agreement on December 23 2009 that will see payment of 200 million for public debts to more than 180 construction companies.
 
The agreement is intended to settle arrears left by the previous government.
 
The 200 million leva is to cover obligations owed for completed construction work, repairs and maintenance of buildings and roads.
 
Payment is to take place in instalments, 20 per cent in January, 40 per cent in February and 40 per cent in March.
 
Eleven other ministries are negotiating settlements of similar public debts to construction companies.

This includes old bills for work and repairs that were not done properly? Jobs that should have been done in a way so they don't need to be done again the coming year? Or government is just filling some pockets of people that like to take money and share it with friends without doing anything in return?
