Romania's constitutional court orders void ballot recount

Romania's constitutional court ordered on December 10 a recount of all void ballots from the December 6 presidential run-off, which saw incumbent president Traian Basescu win a second term over Social Democrat leader Mircea Geoana.

Basescu's slim margin of victory, just about 70 000 votes, was less than the number of void ballots, which stood at about 138 500, according to the election authorities.

The court did not specify how the recount was to be carried out and Romania's central electoral bureau BEC asked the court to clarify whether the ballots had to be countedat BEC or by local election authorities in each county.

The ruling overturns BEC's refusal to recount the voided ballots, as asked by the Social Democrats. The court is yet to rule on the Social Democrats' request for the court to void the results and order a new run-off. 

Local observers, however, have said that the constitutional court was unlikely to void the run-off's results.
