From now on parliament's 240 MPs will have to use their fingerprints in order to vote
Along with Bulgarians, foreign residents in Bulgaria will be given identity documents containing biometric data.

Children younger than 12 should no longer have their fingerprints included on passports issued in the European Union, the European Parliament decided on January 14 2009, the EP website said. A co-decision report adopted by the EP with 594 votes in favour, 51 against and 37 abstentions, said that children should have their own passports so as to combat trafficking in children.

@malteese: you are confusing residency permits and nationality.
EU law gives EU citizens right of residence, work, etc. That does not give you the right to carry another country's passport :)
@smiley & woody: I know of other EU countries, much older member states, where the same permit (residency) is an A4 printout, that you are then supposed to carry with you....
I got the same card as smiley but i only married a Bulgarian woman, i didnt provide any jobs, And they spelled certificate, (sertificate). It looks like a toy town card.
@rab If i`m not mistaken EU law states that you have right to take id card only if you live in a country for more than 6 months, and still this does not entitle you the right to vote, you can vote only for local councils and for the EU parliament election. hope it helps
If you are an EU citizen all they give you is a shitty white card with no photo and no address details. Why? Because they do not want Eu citizens to have a right to vote, because they know that means real change.

Off the top of my head; investment in Bulgaria could earn you a residency permit, but you'd have to create a certain number of local jobs, among others.
