Sofia municipality will fine poor quality work

Sofia municipality will levy fines ranging from 1000 to 5000 leva on companies that fail to complete their assignments satisfactorily after winning infrastructure contracts in the capital, Bulgarian news agency (BTA) reported on November 17 2009.

A bill will be passed which will encompass all infrastructure projects pertaining to road networks, communications network, water sanitation networks, thermal power plants and electric power plants.

Candidate companies wishing to obtain the aforementioned paperwork for infrastructure projects may submit their applications annually by October 15, whereas only repair works may be allowed outside this period, Dnevnik said.

Once a company completes a rehabilitation project, an administrative team from Sofia municipality will "survey, evaluate and formulate a comprehensive report" of the quality of service. Any defect, additional repair, damages to auxiliary infrastructure (roads, greenbelts, buildings, street lamps, etc) will be billed to the company, in addition to a fine.

When more than one company is responsible for damage, "liabilities will be shared", the report says.

Surely the Contract for the Works should have provisions for the treatment of defective/incomplete works.

I am astonished what is common business practice (even for governments) for this there has to be passed a bill !!!!

what else, what is common sense is missing in BG ?????
