Polls will open for the mayoral by-elections in Sofia at 6am on November 15 2009 and will close at 7pm.

Eighteen candidate have registered at the municipal election committee. Residents of Pancharevo district will also have to elect their district mayor among seven candidates.

According to all surveys, the candidate of the ruling party GERB, Education Minister Yordanka Fandukova, is almost a certain winner with Georgi Kadiev, the candidate of the Bulgarian Socialist Party, coming second.

However, the expected low turnout favours Kadiev, whose Socialist party has a bigger number of core supporters, and it could trigger a run-off between Fandukova, who was deputy mayor for education until July, and Kadiev, a city hall councilor.

Whoever becomes mayor will have to work with a city council dominated and controlled by Prime Minister Boiko Borissov's GERB party as a result of Borissov's 2007 win at the mayoral elections in Sofia.

His appointment as Prime Minister in July 2009 was the reason why Sofia has to hold by-elections two years ahead of schedule. About one million voters are eligible to vote in 1409 voting precincts on November 15.
