Pensioners big winners in Bulgaria’s 2010 Budget Bill

Bulgaria’s Budget 2010 will benefit mostly pensioners, Prime Minister Boiko Borissov said after the Cabinet approved the draft Budget on October 28 2009.

A total of 7.4 billion leva has been earmarked for pensions.

Finance Minister Simeon Dyankov said that the macro-economic framework of Budget 2010 will mirror that in Budget 2009 but said that there would be minor last-minute changes.

Presenting the bill on October 28, Dyankov held up two pizza boxes, an empty one marked Budget 2009 and another marked Budget 2010 containing a plain pizza.

He insisted that the bill would scrap the 10 per cent buffer included in Budget 2009 but said that oversight would be improved.

The Government will target a balanced budget and a consolidated deficit of 465 million leva, or 0.7 per cent of projected gross domestic product (GDP).

Dyankov said that Bulgaria's health care system would get more money after the planned overhaul is implemented. He said that efforts would be focused on reducing the number of health care institutions and on improving clinical paths.

Road taxes will be left unchanged in 2010. Dyankov said that green taxes for old vehicles would be left intact, too, but then the Regional Ministry said that an increase is on the table.

Dyankov said that gambling taxes could be increased from the current 10 per cent and 12 per cent to a unified 12 per cent from 2010.
