Start with the old scrappy cars, which have not been moved for years.
Next than remove those cars which are violating traffic laws by parking on pedestrian ways or at crossings etc
The sticker does not warn the Trabant owner. To me it seems that it is the Trabant owner that has placed it. I am not Bulgarian. Nick Iliev sounds to be Bulgarian but is using a misleading photo in the article.

The word "car" is scratched out and replaced with "Trabant".
