Hotel boss in Bulgaria siphoned off 10 million leva in VAT, prosecutor alleges

Arben Havalyov, who owns the Casa Domini hotel and is linked to Movements for Rights and Freedoms leader Ahmed Dogan, participated in a scheme to siphon off more than 10 million leva in value-added tax (VAT), Sofia’s deputy city prosecutor, Bozhidar Djambazov, said.

The prosecution has pressed charges of taking part in an organised criminal group for document fraud and tax crime. If they are proved, the hotel could be seized by the state.

The plot involves more than 100 companies, the bulk of them sham or bankrupt, according to Djambazov. Most of the crimes were committed in Sofia between 2001 and 2003.

Havalyov has been released on bail of 50 000 leva. He has a case pending for VAT siphoning at the district court of Pernik in which his accomplice Ana Stoynev pleaded guilty and reached an agreement with the prosecution.

Yane Yanev, leader of the conservative Order, Law and Justice Party (OLJ), a few months ago lodged a complaint against Havalyov, dubbing him "Dogan’s host". Rightist party Democrats for Strong Bulgaria (DSB) also tipped off the anti-corruption authorities against the businessman.

The state-of-the-art Casa Domini is one of five luxurious properties revised by the National Revenue Agency due to connections with Dogan.
